Scope, in the buyer’s own words

Wychavon District Council is seeking options for an enhanced SWEP service; the SWEP service is currently carried out in house by the Housing Team which is a shared service across both Malvern Hills and Wychavon District Councils. The Council invites suitably experienced and skilled providers to submit a tender response for the provision of SWEP services.

SWEP is a locally agreed emergency procedure and service offer intended to help protect people who may otherwise sleep rough during severe weather. The service is expected to provide safe, short-term emergency accommodation and practical support during activation periods, with clear arrangements for referral, risk management, welfare checks, reporting and move-on support.

The service is seasonal and will run from 1 November to 31 March inclusive each year.
